Abstract

If investment is the foundation for achieving local development, then real estate allocated for investment is the foundation of the investment process, which varies between service, agricultural, and industrial investments. In this field, industrial real estate is considered the foundation of industrial investment. Activity zones are among the most prominent areas embodying the presence of industrial real estate. However, the granting of these properties varies from one legal system to another, and even varies from one law to another within the same legal system.
Algeria, like other countries, has sought to achieve local development. To this end, it has encouraged investments of various types, most notably industrial investment, for which it has established an advanced legal framework that began in 1993 and continues until 2022. This framework includes a set of legal rules regulating the investment process, including rules that outline the procedures for granting industrial real estate. From this perspective, the method of granting industrial property in Algeria has played a significant role in achieving local development. This includes the method of granting industrial property across various activity zones in Batna Province. Achieving development in this area still requires further legal reforms, including those related to the methods of granting property in activity zones.
